Belgium and the Netherlands updated

I've made updates for Belgium: T.15, history, units and the Netherlands: M39, history. Both countries were in a similar situation as Poland, with modernization coming too late to have any affect on the Germans.

I've now added Netherlands' military ranks.

I've now updated the Fokker T.VIII-W series of planes with some additional specifications for the different models and historical information.

The Netherlands did produce a bomber, the Fokker T.V that was used during the Five Day War.
